You may be affected by our ongoing issue if you're getting the error message "This account cannot be deleted because it is used by a recurring template or scheduled liability payment" when deactivating an account.
Our engineers are already working on fixing it. I recommend contacting our QuickBooks Online Support to add you to the list of affected users. This ensures you'll receive an email notification once the issue got fixed.

Support is available from Monday to Friday from 6 AM to 6 PM PT and Saturday from 6 AM to 3 PM PT.
Alternatively, you may consider merging the account first before deleting it if you have downgraded your trial account to a Simple start subscription. Please refer to this link to guide you through the process: Merge duplicate accounts, customers, and vendors in QuickBooks Online.

Thank you for letting me know. QBO support is so very awful. I spoke to a level 1 helpdesk who went in circles telling me i didnt know what I was doing. Finally I did a screen share and he told me that I had to upgrade my plan to fix the issue. I asked him to escalate the issue as its an obvious workflow bug in the system. He said he did that but I honestly have no faith. Its clear that intuit needs to allow for some workaround for this issue either for support to fix the problem on your behalf or give an option to clear any recurring templates etc on a plan that has no access to them.

Based on the information you have shared, it seems that you're using QuickBooks Online Simple Start. There are features, such as deleting recurring templates, that you can't change after downgrading your subscription plan to QBO Simple Start. That is why my colleague suggested that you need to upgrade your plan to have the ability to delete the recurring template or scheduled liability payment since recurring templates are only available in QuickBooks Online Advanced, Essentials, and Plus. Then, you may need to disable your recurring transaction templates before downgrading your subscription plan to QBO Simple Start.
In the meantime, I recommend submitting a feature request to our product developer so that it may be added to upcoming QBO Simple Start updates. Here's how:
