What's the deal with the wait time and disabling the help today?

There's a massive, system wide issue with direct deposits.  It appears that the employees of hundreds or thousands of companies who have Quickbooks Payroll did not get their direct deposit this morning.

We were alerted to a third-party issue with direct deposit processing this morning that has delayed the deposit of employees' paychecks into their accounts. The issue has been resolved and your employees should expect to see the funds available in their bank account by end of the day today.
