I have since updated the program, restarted the computer, and when that didn't work, shut-down the computer and restarted it. It still will not let me open the program until it is rebooted.

It's because the current QuickBooks Desktop versions require a 64-bit system for support.
You can follow what @SIAB implies: "Click the icon to run the QB program and hold down the CTRL key simultaneously while the process is running."
I also suggest checking if the specific year and version of your QuickBooks Desktop product matches the version of Windows you are running.
Once compatibility is confirmed, we must remove all existing installation files, including any corrupted ones, and reinstall the program. But first, we'll need to create a Backup. After that, we'll proceed with reinstalling.
