We are a computer services company and have a client that has had us upgrade their QuickBooks Enterprise 17 to version 20.
This copy of QuickBooks is being installed on the VMWare server 2016 OS. This allows our client to remote in from their MAC OS the virtual server to access the Company QB as they have for almost 2 years VIA the Windows DC network.
When installing the latest download and running the install, it decompresses the download and proceeds to the next step. Once it actually initiates the new install (after uninstalling the previous version QB) it displays a window stating "Please restart your machine and re run the installer."
After restarting the virtual server and restarting the install .exe it again ends up with the same window and dialog "Please restart your machine and re run the installer."
When researching here and trying the QB tools this problem still persists. After HOURS of trying all community suggestions. I have initiated a chat with support only to be told I am not an authorized user on our contracted IT Services client.
I further searched this community and the internet for a solution. After hours of searching one thread referred to the .NET being the issue. This does make sense, except, the installation tools (that has been run multiple times) actually does .NET repairs as can be seen in the Command window as it performs each script. Turning off .NET features in a server OS is not as simple as in a Desktop version.
Our client is not computer savvy, pays for QB support and I suggested he get QB support to resolve this "Installation/Upgrade" issue, as it is not and OS problem. Now this client will end up with us billing our time and watching over this, what should be user friendly upgrade.

I appreciated the steps you've performed to get our clients QuickBoooks company file be updated and installed. The .NET Framework installation process is onw of you basic steps in getting through the "Please restart your machine and re run the installer." error.
With this, I suggest to have our customer contact us and our Customer Support Team can screenshare and will walk them through in getting rid of the error. They will be given advanced steps as well.

UPDATE:
Windows Server 2016 Standard
Contacted QB support via chat today and performed the following:
1. Ran program install as administrator
2. Same issue
3. Checked for Windows updates (all up to date)
4. Checked for Anti Virus programs running (None installed)
5. Opened MSCONFIG > Open SERVICES tab > Checked box to Hide Microsoft Services > Disabled all remain NON Microsoft services.
Restarted in selective start mode (Performed this twice)
6. After 2 restarts same issue ""Please restart your machine and re run the installer."
7. Added a user profile to the server with full admin rights
8. Logged off as client user and logged in as new admin user
9. Upon startup the QuickBooks installer appeared on screen and finished installing completely.
10. Opened client file and updated (making sure it was logged in as admin in the QuickBooks program), backed up, reopened the file and downloaded QuickBooks updates and installed.
11. Performed another backup.
12. Logged off the new user admin account and logged on with the client credentials.
13. Opened the newly updated file and client confirmed all of the files looked correct.
