1099-Misc for state of Massachusetts Paid Family Medical Leave contributions

I received an e-mail yesterday from MA DOR indicating state filing requirements for 1099 state box 16 and 17.   Any thoughts on how this can be done when using QuickBooks Desktop?

Hello @GRAS-Susan,

Boxes 16 and 17 of your 1099 form requires your state taxes withholding amount and payer's ID, receptively. Let me show you how you can prepare your 1099.

  1. Go to Edit.
  2. Select Preferences.
  3. Click Tax: 1099.
  4. Under Company Preferences, select the click here link on the If you're ready to prepare your 1099s, including mapping accounts section.
  5. Select Continue.
  6. On the Map your vendor payment accounts window, select Show all accounts instead of Show 1099 accounts.
  7. Find your state withholding account.
  8. Select Box 16 under Apply payments to this 1099 box for your state tax withholding account.
  9. Click Continue.
  10. Choose your filing method.

Thank you for the assistance.  In the event that my client wishes to pay the PFML on behalf of the sub-contractor instead of deducting it from their payment, I should not have to include any information in boxes 16 & 17.  Is that correct?  I have coded the expense to Company Paid - Other Tax.

To ensure you stay compliant with the government, I'd suggest getting in touch with your state agency if you need to include the payments made from PFML.

Here's an article that you can read to learn more about the state payroll regulations: Massachusetts Payroll Tax Compliance.
