I download a statement for one of my clients and upload it though the bank feeds and I like to use the rules because it makes my work easier and faster, however, trying to create new rules or edit old rules is ridiculously slow. I have plenty of RAM and storage available so that can't be an issue. Is there anything I can do to speed it up?

Repairing QuickBooks resolves most performance issues you currently experienced. To do so, let's close all windows of your QuickBooks Desktop after creating a backup copy of your company file.
After doing so, follow the steps below on how you can repair your QuickBooks Desktop:
Once done, you'll need to restart your computer so the changes you made with QuickBooks will take effect. After that, open your QuickBooks Desktop and perform your work.
For company file:
Let’s run the Verify and Rebuild tools. The Verify Data will identify any data issues within your company file. Then, the Rebuild tool will self-resolve it. Check the steps below:
Verify data:
If it will detect an error, proceed and Rebuild your data:

I've encountered this problem, too. The more I edit/delete rules, the slower QB (desktop) gets.
Running a back-up and then closing all the way out of QB and re-launching the app seems to temporarily fix the problem. But after editing a few more rules, it slows back down.
I would guess the slowdown has something to do with Quickbooks reading/writing to the file it uses for autorecovery.
