I tried opening the old 2019 version, and am getting the same pop-up window with the error.
Has anyone else had this issue and if so, what did you do to resolve it?

Staying up-to-date with the latest versions is a great way to take advantage of the latest features the program has to offer business owners. When using QuickBooks Attached Documents, an Attach folder is created and stored in the same location as the QuickBooks company file. Renaming or moving the company file to a different location will break the connection between the Attached Documents and the company file.
To fix the problem, re-link the Attached Documents. Here's how.

No, this did not fix my issue. I called support and they cannot help me either, they suggested we contact professional IT help.
Is the error message only for certain attached files or can't access all attachments?
I too have a very similar issue. I recently created a new company file (With a new name and on another machine), exported my Customer.iif from my old company file and imported .IIF to the newly named company file. As per another discussion in this forum, I also copied the ATTACH folder from the old company file sub-folder to the new machine and location. Then opened the new ATTACH folder, and renamed the old company named sub-folder to my new named company. Executed the REPAIR ATTACHED DOCUMENT LINKS, No ERROR MESSAGE, Repair was complete. However, NO PAPER clips showed up in the customer list, and No documents were attached to any of the customers. Both the old and new companies were QB DESKTOP 2021 R12P.
