I am working with a new employer, who's QB was under their previous bookkeeper. The got a new subscription, but how do I upload the backup to be inserted under the new subscription?
If you have a backup, you can Restore it. Start on the QuickBooks menu at File | Open or Restore Company...
I don't know what you mean when you ask about inserting the backup under a subscription? I don't think that's a thing, tough I'm not sure. At least, I've never seen anything like that.

If you already have the backup, our Community backer BigRedConsulting is correct. You can simply restore the accounting data to the new QuickBooks subscription.
If your backup company file is on an external device like a USB or a hosting service like Box, you'll need to move it to your local hard drive first. Then, follow the steps below:
On the other hand, if you haven’t gotten the backup file yet from the old QuickBooks Desktop, you’ll want to contact the bookkeeper or request to be the primary admin. Then, restore your data. Please know that only the administrator of the account can access the company files.
