Aprrox. 8,000 of these accounts are inactive, have no P&L impact and had zero balances as of 12-31-22. I want to know if these inactive accounts could be excluded from the data conversion process to QBO?

Managing the account list during a QuickBooks Desktop (QBDT) to QuickBooks Online (QBO) migration takes work. Let me direct you to the right support that can help exclude the inactive accounts.
When you convert your QuickBooks Desktop (QBDT) to QuickBooks Online (QBO), the inactive accounts, customers, or vendors move. In case there are open balances, they also become active. If there isn't a balance linked to a name, it will transfer as inactive (deleted).

You may have 3 options:
1. Purchase a 3rd party condense service to remove those inactive accounts.
2. Purchase a 3rd party service to convert data and ask to remove those inactive accounts.
3. Run the Condense Data utility to keep only the last 2 years of data and convert it to QBO. You'll need to keep QB Desktop running to access your historical data if needed. If you are using QB Desktop with the subscription license, you can use the trial version for good later.
