From my experience, paying rent for something would require a 1099 misc to be sent, given they are a sole proprietor, a partnership, or an LLC acting as a partnership. The annual amount paid for the shtter should also be above $600 for the tax year. If they are a C or S corp, or under $600, don't bother sending. Hope that helps.
