Recently, I have found that someone changed a name of one inventory item without notifying to any other users so that I could not find what was exact item name used before. Is there any way to track "who" changed a certain item name? When I looked at the quick report, I can see the transactions of invoice and sales order, but nothing about item name change.

Yes, this is easy to do and has been a feature since around the time Enterprise was launched about two decades ago.
Do do this, set up the user(s) with roles that allow creating items, but not editing them.
When setting up a custom role for this purpose it looks like this:
You'll need to check any roles the users currently have to ensure they don't have rights you don't want them to have.
No, there isn't a way to track who changed list records like items, names, accounts, and so on.

Being able to restrict users to create a new item but without having the permission to edit it isn't possible in QuickBooks Desktop.
