In QuickBooks Online (QBO), users should be visible to those who have access to the report, and the "Share with others" feature needs to be activated. If a user's permissions are restricted, it could be the reason they are unable to access the report.
If the user is supposed to have access and their permissions haven’t been changed, I suggest taking some troubleshooting steps to fix the issue. You could try using a different supported browser installed on your system as an alternative, or access your account through a private browsing mode.
You can use these keyboard shortcuts to launch a new private window:
- Google Chrome: Ctrl + Shift + N
- Mozilla Firefox: Ctrl + Shift + P
- Microsoft Edge: Ctrl + Shift + N
- Safari: Command + Shift + N
