I logged out of QB, cleared cache and logged back in. Still didn't fix it.
I had to use the search bar to find the vendor I needed. In the process of doing that for the second vendor, it fixed itself.
Not sure if any of that is helpful to you, but that's what happened here.
Thanks for the input. Hasn't fixed itself yet but I am using the search bar to track down the right account. Not perfect but at least I can use it!

Creating accurate bills is critical in running a business. I recognized how strange behavior of QuickBooks Online hinders you from accomplishing tasks promptly.
On my test account, I performed the steps of creating a bill and was able to see and select vendors using the dropdown button.
You can use Just_Me's workaround of using the search bar to find your vendor. However, I recommend that you also perform some basic troubleshooting steps. The system sometimes operates strangely when the browser is full of outdated pages.

In there, try to create a bill again. If it's successful, return to your default browser and clear the cache and cookies to start afresh. If not, you can use another supported browser to optimize your QBO experience.
Financial reports provide an overview of your business. If you want to keep track of your bills or any transactions, you can run different reports to know various aspects of your business performance.
