To upgrade your subscription, follow the steps below:
You can now import your AP bills by going to the Gear icon and selecting Import data. Then, choose Bills.
If you switch back to QBO Plus from Advanced, you'll be prompted to make a call for further guidance. Refer to this article for details: Upgrade or downgrade your product's edition.

So if I subsequently switch back to QBO Plus Subscription, I will still have the access to 'Bills' for recording AP Invoices manually?

You can import and enter bills with a QuickBooks Online Plus subscription. I'd recommend importing no more than 100 bills at a time. Initially, you'll want to know what you can import.
Here's a list of what can be imported:
The first steps will be prepping your CSV (or Excel) file. The following columns are mandatory:
You'll be able to map each of your column headings to bill fields during the import process. There's also an example of a data file available for you to download.
Next, you can upload your CSV file.
You can also enter bills manually if necessary.
