In nonprofits. Are matching funds individual or corporate donations? how do you advise to record them and why?

In our nonprofit we have a few related cases. What about donations that come through a government institution (e.g. "City of"), but they are really city employees donating. In this case, are these donations meant to be goverment or individual donations?

So it's basically two related questions I'm asking.
