Is QBP from Costco the same program as the upgrade?

As one the partners/resellers, they offer a new license with lower price. Make sure to get the license code and product code.

Will the Costco version read my QBP 2017 Desktop files so I can use it as an upgrade?

Before you start, make sure you have the the operating system, hardware, software, and other requirements needed to run QuickBooks Desktop (QBDT). Feel free to read through these articles for more details: System requirements for QuickBooks 2020 and Enterprise Solutions 20.0.

Once done, install QuickBooks Desktop. I'm glad to show you how:

1. Insert the drive into your computer. 
2. Locate the installation wizard and move it to the QuickBooks folder on your desired computer.
3. Run the installation process as directed to you by on-screen step by step method.
4. After completing the installation process, open QuickBooks.
5. Go to the Help menu, then click Activate QuickBooks Desktop.
6. Follow the steps on the screen to verify your info.

After that, you can restore the 2017 company file on the 2020 version. The system will ask you to upgrade the file.
