Primary Admin Change

We are having an issue trying to get the primary admin changed on our account.  We have spent numerous hours with customer support.  Who can we contact directly (name and phone number) to get the situation escalated?

As I've checked our resources, we've seen that we had a case last month where the link was emailed to request the primary admin change. May I know if we filled this out or someone from our team asked any documents? Any further details would be much appreciated for me to narrow down this issue.
