Each QBOA firm has their own clients that have sent them an Accountant invitation. The owner (Master Admin) of a QBO account controls the Accountant invitations and user access/permissions. Each individual QBOA firm controls whether they want to extend wholesale billing to their clients. A QBO Master Admin can transfer Master Admin rights, but they cannot transfer wholesale billing.
