I can provide several troubleshooting steps to allow you to sign up for QuickBooks Payments, @Mtsnowfire.
Since QuickBooks payments sign-up in QuickBooks Desktop (QBDT) uses Internet Explorer behind the scenes, we can clear the cookies and cache in this browser to fix the internet connection error you've encountered. I can guide you through the steps.
If you're using Windows 10, you can follow these steps:
If you don't see Internet Explorer on your computer, we can clear the cookies and cache in the Microsoft Edge browser instead. Here's how:
For the rest of the troubleshooting process, refer to this article: Fix internet connection problems in QuickBooks Payments.
Alternatively, you can consider signing up for QuickBooks Payments through your web browser and link your Payments account to your QBDT once done.
For future reference, I'm adding this guide about processing payments once QuickBooks Payments in your QBDT is turned on: Take and process payments in QuickBooks Desktop.

You can consider to use a 3rd party payment processor as another option. Are you B2B or B2C?
Both really- we are an electric service company that deals mainly with B2B but does have residential customers. its far easier to have a link for payment - so many are asking for it. I spent literally 4 hours with QB last week and got no where.
You should contact @Fiat Lux - ASIA and they can share an option to receive payments with any method (e.g ACH, credit card, debit card) to integrate with QB Desktop. If your B2B customers prefer to pay your invoice by credit card, you can arrange that they will be the ones to pay the processing fees.
