Even if your account has been approved and was able to process online payments for your past transactions, you are still subject for eligibility criteria and credits. If you're not meeting those qualifications, you'll receive a notice via email about the status of your account. You can check the QuickBooks Terms of Service.
Also, it is best to review the Merchant Services Agreements when you sign up for QuickBooks Payments. It should give us a broader perspective of the offered services and our responsibilities.
