Can I use time tracking in QuickBooks online to track volunteer hours with out having a payroll subscription. I just need keep track of their hours for insurance purposes
You need QB Time to do so, not QB Payroll. How many volunteer do you need to manage? You can use a 3rd party time tracking app for free to integrate with QBO and manage up to 10 persons.
We are looking at getting the Essentials plan of Quickbooks online. Does QuickBooks time come with plan? Does that what they mean when they say "time tracking"

We're delighted to have you here in the Community space. Yes. You can use the Weekly Timesheet feature inside QuickBooks Online (QBO). You don't have to have a payroll subscription to keep track of your volunteer's hours for insurance purposes. We'll gladly walk you through to get you going:
