You should be able to use the Report Period feature to fulfill your requests to compare actuals for a specific time frame with the total annual budget. Here's how to get there and change the settings:

I do not have a Budget vs. Actual report listed in Reports under the standard tab.

The Budget vs. Accruals report is only available in QuickBooks Online Plus and Advanced. May I know what version of QuickBooks are you subscribed to and the information are you trying to get so I can recommend another report?
