QuickBooks Online's (QBO) support is based on the region of your subscription. If your account is set up for a specific country (like the US or Canada), the accepted address will be exclusive to that region. As a result, it cannot be changed after account creation.
For example, if the availed subscription is within the US, therefore it is only applicable within the US range.
If you wish to change the country, create a new one by choosing the appropriate region you want: https://quickbooks.intuit.com/choose-country/.
