Hello. I need to setup a user so that they can do everything EXCEPT for pay bills. How do I do that - I can't work out a role that fits this?

I can see how beneifical this could be for your business. However, ff you couldn't work it out in the customer role feature, then I recommend submitting feedback to our Product Developers. 

They'll be able to review your request and try to add it to the next available update.

@neil-elizabeth-o   If you're smart enough, you'll realize that "Leaving feedback" is a waste of time.  They don't care, and nothing ever comes of it.  

You can't do what it is you're wanting to do.  IT will always be that way.
