The mobile app only lets you create or edit regular transactions such as invoices or sales receipts. At this time, we're unable to add, edit or delete recurring templates within the app. I'll gladly share a workaround to help you manage your recurring templates within the mobile app.
You can access your phone's browser and manage your recurring transactions from there. Alternatively, use a computer to make the navigation easier in doing this. Go to the gear icon, then select Recurring Transactions.
From there, you can create, edit or delete your recurring templates. This article can tell you more about the processes: Create recurring transactions in QuickBooks Online.

This is a major flaw in QB app for businesses who setup regular billing of clients. In fact, as an application developer, I'm surprised that one of the strengths of QB is so easily dismissed by whoever designed the app.
