When setting up a QuickBooks Payments account, a Social Security Number (SSN) is required. This is because QuickBooks Payments is designed for the US region, and including an SSN is a necessary part of the process. Otherwise, you can use a third-party application to accept payments from your customers.
On the other hand, if you're trying to set up a non-US citizen employee in your QBO Payroll account, they may be exempt from some payroll taxes. You can check this article for more details: Set up your employee who's a non-U.S. citizen.
