All the lines showing on the budget page will depends on your Chart of Account (COA). You can add a line in your budget by adding an account to the COA.
Here's how:
4. Complete the needed information, then press Save and close.
After that, let's go to the Budget page to check if the line is successfully added. You can go to the Company menu, then hover over Planning & Budgeting and select Set Up Budgets.

You can go back to the budget you've created to add a budgeted amount. This way, you'll be able to edit the amounts indicated in your accounts.
You need to click the Save button to implement the update, then select OK once done. I've attached screenshot below for your reference.

Do you have to change you chart of accounts to add or delete budget line items?
I've added a new line item in my Charter of Accounts but it isn't showing up in my budget. How do I get the new line item to show up in the budget?

To add a new account to your budget report, you’ll need to recreate the report to add a new one.
However, if you’re referring to creating a new budget and the account doesn’t show in the budget screen. I recommend closing and reopening your QuickBooks Desktop (QBDT) software for the changes to take effect.
If the issue persists, I suggest running the Verify Rebuild tool to isolate this issue. This tool scans your company file for errors and fixes them right away. Let me guide you how:

Go to the Window menu and select Close All.
Then, go to the File menu.
Select Utilities.
Click Verify Data.
To Rebuild:

Thank you for your answer. I was creating a new budget ant the account didn't show in the budget screen. Your recommendation to close and then re-open QuickBooks did the trick!
Is this possible through QuickBooks Online? Looks like I can’t add sub line items.

Doesn't seem to solve my issue in Quickbooks online. Let me ask this, can I make a budget based off line item and then make vendors sub-line items?

I've done all this and the new accounts I have set up this year are still not showing up in my 2022 budget. what else can I do.

None of that worked. Spent a lot of time on instant chat. Ultimately had to delete my QuickBooks completely and reinstall. It seems to be working now. Thank you.
Is this still the case a few years later? I just need to add two lines and I am done.
