As another option, explore TS Pro as for your time tracker app to create limits on hours billed for tasks/projects and integrate it with your QBO.

I have the same question, and Progress Invoicing is not the answer (we already do that). We use progress invoicing when we give a Lump Sum Fee for a project, then we invoice percentages of that fee as the job progresses, regardless of actual man-hours spent.
What we also need is the ability to invoice on an Hourly basis, up to but not exceeding a Maximum Fee. We often have projects where we give the customer a MAXIMUM fee that we agree to, but then invoice the customer for actual man-hours spent as the job progresses If we finish the job before reaching the maximum fee, then the final fee is less than the maximum. If we end up spending more time than anticipated, and we reach the maximum fee, then we can't invoice any more than the maximum. We need Quickbooks to track all of the invoices for that job, and NOT ALLOW us to invoice beyond the maximum fee. (The concept is similar to employee contributions to a retirement plan - QB deducts a certain amount each paycheck, but when the maximum allowed for the year is reached, QB won't deduct any more.)
Being able to create limits on hours billed for invoices isn't an option, tom_sspa.

For now, progress invoicing is the feature that will let you track projects with the initial estimate and partial payments. You can look for other apps as recommended in this thread to help you with the process.

Obviously the ability to set a Not To Exceed amount for invoicing is a highly desired feature... I found this page because I am searching for the same thing. I see that this post is more than 6 months old. Any chance Quickbooks has listened and created this feature yet?

If you haven't submitted feedback for the product feature you prefer to have in QuickBooks, you may follow the steps provided below:
1. Select the Gear icon.
2. Select the type of feedback in the box.
3. Click the Next button to submit.

Has QuickBooks created an invoice for Hourly Not to Exceed yet - looks like it's requested quite often? I manage an Engineer Firm and most of our work is based on an Hourly Fee. It sure would be helpful if an invoice was created to show the "proposed amount / amount previously invoiced / amount currently invoiced".

This feature is still not available in QuickBooks Online. To add this, you need to submit a request. Our developer team will decide to add it.
