Hello, Jacob.
I'd like to help you out on closing out a budget.
By closing out a budget, do you mean that you want to lock the budget sheet to prevent any edits? The sheet doesn't have a locking feature, but you can check who edited it by going to the Audit log report.
Simply go to the Gear icon, then select Audit log. From there, you can see the list of events that happened in your company file.
Any edits to the budget will have the "Added budget" or "Edited budget" event.
You can also specify the list of events by selecting Budgets from the Events drop-down menu.
If that's not the case, are you trying to close out your budget at the end of a fiscal year? The budget sheet simply works as a tracker to keep track of your expected and actual accounting data. We're unable to close it at the end of a fiscal year.

If the budget sheet is simply stuck on your screen, you can refresh the page by pressing F5. Closing out the browser and re-opening it works as well.
