I'm happy to help you track the estimates that have been submitted to your customers.
You can run the Estimates by Customer report. This report will provide you the name of the customer, number of the estimate, status, a few other bits of information and invoice # if it's been applied. You can also customize and add the Sent column so you can see if the estimate has been emailed or not.

The status of estimates in QuickBooks Online is Pending, Accepted, Closed and Rejected. I think that it's great to have a Submitted status, so I've sent your suggestion to our Product Developers. I'd appreciate if you could also submit this as feedback. Your contribution has a great impact to have this implemented.

I am working with a client that needs to have approval of an estimate prior to it being submitted to the customer. Is there any way to add an Approved status to Estimates, or to track a Pending estimate to know whether it has been reviewed by the management, so that it can be sent to the customer on a timely basis?
You may need an additional app to do so.

At this time, an estimate can only be approved after it's sent to the customer. However, if you want a member of your management team to review the estimate before it's sent to the customer, there's a workaround that can help you out. You could add a custom field indicating whether or not the estimate was reviewed/approved by management. Here's an article that can provide other details: Create and edit custom fields.
