Hi hr,
We can verify the expense to see if it's associated with a customer. This will bring up the billable expense to the Add to invoice section.
To do so:

Open the Expense transaction.

Click the Customer/Project column. Select a customer if it's blank.

Click Save and close.
Once done, create the invoice again to add it.
