I need to move data from Quickbooks 2016 on my old lap top to Quickbooks Online (on my new laptop).

You can install the trial version of QB Desktop 2021 to upgrade your file and convert it to QBO.

QB Tool Hub is only a tool to fix your company file or your installation setting. You need a supported QB Desktop program to convert data to QBO.
