Adding class to an existing budget in QBO is currently unavailable. You will need to recreate the budget in order to select it.
I recommend sending a product suggestion to our developers for future enhancements. Simply click the Gear icon at the top and select Feedback.
You may also submit your request via this link: https://feedback.qbo.intuit.com/forums/168199. I’ll do the same on my end.

Let me assist you in adding a class to an existing budget.
When creating a budget, it is possible to add up the sub-classes to the whole of their parent class, but it is important to select the appropriate subdivision method, such as by class, and avoid using consolidated or location/customer-based subdivisions.
