Is there a way to give an employee partial access to quickbooks services such as building quotes and invoicing customers?

Yes, you can give your employee a partial access, @Brian at SPS.

Restricting your user's access depends on the specific role and task they have to perform. You can limit your employee's access to Standard with Customer view. I can guide you on how to do it.

1. Go to the Gear icon.
2. Select Manage Users and click on New.
3. Choose Standard User and click on Next.
4. Pick Limited and check the Customers and Vendors boxes. 
5. Click on Next.
6. Select the user settings and click on Next. 
7. Enter the name and email add.
8. Click on Save.

As another option, you may have an additional app for the employee. You don't need to give any access to QBO.
