Is there anywhere else on the screen to make and pay a bill other than under the New tab?

Yes, QBO usually has several ways to complete a task.

Under vendors, you can add a bill and under expenses you can pay the bill. There are other ways as well. 

I would be consistant in the way you use QBO.
