The option to change how QuickBooks Online (QBO) determines which accounts count toward the limit is unavailable. QBO doesn't have file size, list length, or transaction limits. However, there are a few limitations to be aware of such as character limits in fields and size limits when exporting a report to Excel.

Should you prefer to avoid upgrading to higher plan, utilize the 3rd party migration tool to copy between QBO accounts.

Unfortunately, this response only adds to my confusion and frustration. It offers info that's not relevant and then sends me back to references that I've already read.
Thanks for letting me know about a possible work-around. Although I'm still not sure how it would affect my current dilemma. e.g., it still doesn't tell me how to effectively reduce my account usage when there are only a limited number of accounts that currently indicate inactivating them would make a difference. Unfortunately, at least one is a new credit card account that I MUST keep active, even though I'd love to inactivate very old accounts that are no longer relevant, but which QBO tells me would not count toward reducing usage.

As we know QBO does not currently allow list items such as Accounts, Customer, Vendors, etc to be deleted, selecting these items with the 3rd party Deleter tool will not delete them from the QBO company but instead change the list item's status to inactive. For the time being you may explore how to export your active list and transactions data from the current account and import them into the trial account. Once your list hit the limit, you know your options.
I cannot populate an annual Form 940 because the gross annual payroll is 9,611,000.00. How do I get around this???

Issues with Form 940 that is not populating can be caused by a browser. Let's try using a private browser or incognito window as an initial step to fixing this issue. This will eliminate any browser history that may cause a glitch inside QuickBooks. You can refer to the following keyboard shortcuts below:
Once done, try customizing the report again, then close out the private window and clear the cache on the regular browser. This will remove previously-stored browsing data that might have caused the issue. Otherwise, you can try other supported browsers to help narrow down the cause of this behavior.
