I know there's a report with Actual versus Previous Year (including dollar and % variances), AND there's a separate P&L report for Actuals versus Budget (including dollar and % variances). But with several companies over my career I've been used to being able to generate ONE report with Actual vs BOTH Prev year AND versus Budget, including dollar and % variances for both. Is it possible to create a custom report in this format?

QuickBooks Desktop doesn't have a report showing with Actual vs both previous year and versus budget that includes dollar and % variances for both.
Alternatively, you can export both reports to Excel and merge them from there while filtering the information you need. In case you need steps in running the two reports, you can follow the steps below:

Is there a way in Quickbooks to get this report generated for current YTD, Budget YTD and prior YTD (for the same month we are running the report? i.e. 5/31/24 YTD and 5/31/23 YTD.

There isn't a direct way to pull up the budget year-to-date report specific for May 2023 and May 2024, PeterD1. No worries, I can share some workaround on how to do it QuickBooks Desktop.
We can manually pull up a Budget report and sort them by custom date. After that, export it to an Excel file.
