I'll show you a couple of ways to help you track multiple locations in a bill.
Locations can only be used once in a transaction. As a workaround, you'll want to consider using the Class Tracking feature to track other locations in a single transaction.
First, enable it in your Account and settings:
Create a new class for the different location and assign it on individual line items on a bill:

Alternatively, you can split the bill by creating multiple transactions and use different locations for each one.
Though, letting you use multiple locations (without using classes) in a single transaction would be a nice addition in QuickBooks Online. This function might be added in the future. Stay tuned for updates in our QuickBooks Blog.

We have multiple locations conducting transactions at the same time. When users save an invoice/receipt @ location #1, Users at Location #3, has their location changed, and invoices #'s changed. Can we lock in the location and/or invoice # sequence per user? or device? @jamespaul
All locations are experiencing duplicate invoices & invoice #'s as well.

We’ll have to check the user’s permission level and make sure they’re set not set to create any changes to invoices or location numbers. This is to avoid duplication of transactions.

When creating a transaction, make sure to save it first and then refresh the page. Doing so allows you to view the latest changes made in QBO.

Please allow tracking of multiple locations when entering a single bill in QuickBooks online. Could be added to the details line. Would save so much more time than entering the same bill multiple times for each location and is clearer than tracking by class.
We would echo this request.
We are new QBO users and we want to use both Class tracking and Location tracking. Entering multiple Locations when generating a Bill is essential.
Vendor examples would be utilities (phone bills) that list charges by location and consolidate all billing into one bill. We don't want to use a workaround for this.

I recognize the importance of being able to handle a bill with multiple locations, @RyanV2022.

Those instructions to submit feedback did not help.
Where specifically am I when I need to choose the "?" icon and locate "Suggest Idea"? ...In this screen within Support? In the actual Bill screen when using QBO? I can't find it in either. Please advise.
Can't you forward this request to engineering, etc. on behalf of me (the customer)? We really need this option.
