S there a way to set up a payee such as US Postal Service and then it will always hit the postage and delivery expense account?

I use paypal and when it drops in it goes to uncategorized.

Yes. Create a "Bank Rule" that "money-out "in the "PayPal" bank account goes to Vendor "US Postal Service" and GL account "Postage and Delivery".
