I've got some information you need to fix the error you've encountered and route you in the right direction for support to help you sort this out.
Since you're unable to pay using this Bill Pay app, you can reach out to support, depending on your subscription. They have the tools to investigate this matter further and find possible resolutions.
The first option is to contact our QuickBooks Online Support. Second, you can go to the app center and select the Support tab. Lastly, depending on your bill payment provider, you'll want to reach out directly to Melio or Bill.com support team.

I am experiencing the same exact thing, and scratching my head, since it is a Bill.com service not a Melio service, right?

I understand the urgency of this matter, and I want to help you get through this and utilize the application inside QuickBooks Online (QBO). Before doing so, please know that bill pay Add-ons has different providers. With that said, you need to determine which provider to contact to get this sorted out as soon as possible. I'll write down the steps to help you check which providers provide the Add-ons inside your company file:
6. Once you know which bill pay add-on you have, then select Cancel to return to the Bills (Take me there) page.
7. Review the section below that corresponds with your bill pay add-on.

I too am experiencing the same error message when clicking on the Pay Bills online feature. None of the online bill pay features work from QuickBooks online. I was able to log in directly to bill.com and access the account. Tried calling tech support and was routed right back to this to reach out to an expert for help?

Currently, we have an ongoing investigation into getting an error message when trying to pay bills online. Rest assured that our engineers are doing their best to fix it.
I recommend contacting our Customer Care Support team so you'll be added to the list of affected users. This way, you'll receive email updates on the investigation's status and be notified once it's been resolved.

I was told that they are going to be running a sync tonight and hope that fixes the error, but that it was on Bill.com's side so that's Quickbooks Intuit doesn't have much more information than that.
I asked if I would receive updates and was told that I would not, as again it's a Bill.com issue and Quickbooks Intuit doesn't have a lot of information other than they are aware it's an issue and that it's a syncing error and they are hoping the sync tonight repairs the issue.
Unfortunately, not very comforting or helpful.
the bill and QB interface is down again - apparently it is exhibiting through not being able to log into Bill because we signed up for it through Intuit. They have no ETA on the fix for the issue. So you will have to cut checks by hand if you use it to pay bills - they wouldn't tell me if it was hours, days or weeks when I was on chat about it this morning.

I received a message that this would no longer be available, and to sign up for QBO online pay, and quickbooks removed the pay bills online table and moved to manage bills. QUICKBOOKS..I pay 75 invoices at a time, not one at a time. Get it together already. I call for support and get some snotty person who doesnt know the answer to a question and puts you on hold forever. Im hoping that Bill.com still acutally works.
Melio worked a few days ago, but now online bill pay is not even an option. Why is there no communication from QB on when it will be resolved?

The investigation about customers receiving the error Unable to connect Bill Pay for QuickBooks Online. This app is retired. It’s no longer available and you can’t connect to it. Reach out to the app developer for support that is already resolved. If you're still having the error, I suggest clearing your browser's cache.
First, you'll have to sign in to your QBO account using a private browser. This helps isolate the issue since it doesn’t store data in the cache. Here are the following keyboard shortcuts:
