In addition to 4Gal's response, clear the cache of your normal browser (except for the cookies). This will eliminate any outdated files or data preventing you from linking your Chime account to the online program.
If the issue persists, log in to your Financial Institution's (FI) website and check if everything is working fine on their side or if they're undergoing maintenance. Also, take note of the URL for your bank as you may need the information later.
