Our city launched an additional tax where some of our items are now taxed at 7.9% while other items on the same invoice are taxed at 8.4% as they include a .5% food and beverage tax. I can't for the life of me figure out how to build this so some items are taxed at rate 1 and some at rate 2 (or rate 1 plus the additional .5%).
Any help is appreciated.

To do this, set up an additional sales tax item for the .5% food and beverage tax.
Then, on the invoice, put the tax below the item that is taxed extra. If there is more than one item, then use a subtotal before the tax item.
Continue to use your normal tax item at the bottom of the invoice, which will then apply to all of the taxable items.
The invoice will look something like this:
