The error is with the help system, and indicates it's having problems with the help file QBCredHelp.chm.
It doesn't seem like you really need that help in any case. I'd close the help window and then work with the window behind it to log in.

I initially clicked the agency login. I don’t remember the logon credentials, so I clicked on “forgot…” and as soon as I hovered the error box appeared. Is there another way to access the info? It appears it got lost in the upgrade to 2023.
I see. In that case I think all the help topic says is that you'll need to get or reset the login/password with the IRS.

Thank you for the help! As it turns out, even QB support couldn't help/didn't understand. I'm beginning a new process with the IRS, it's just easier that way!
