For your first question, we recommend to include the PayPal fees when importing them via CSV. This way, when you make a deposit to your bank account within QBO, you can enter the fees in a negative amount to show the net income.
That said, you can import transactions showing the gross amount and add up the fees as an expense. I also suggest seeking expert advise from an accountant with regards to adding the PayPal transactions without the fees.

If you have already recorded the initial postage expense in QuickBooks, to correctly record the refund you would need to create a supplier credit and bank deposit with the details outlined above, which will then offer a match to the transaction in the Banking for review tab.
There is no way to allocate the payment directly from the banking to show as a refund on the suppliers account, as if you posted this to the creditors account it would show incorrectly as an un-applied credit payment.

Let me help provide some information on how to record the PayPal transaction in QuickBooks Online (QBO).
In this case, you can use the Bank Transfer function to transfer the £1 to Paypal account that you've used to pay the item. This will post money out to your current account and money in to the PayPal account.
You can follow the detailed steps in this article on how to record a funds transfer between two accounts: Transfer funds between accounts.
One done, you can now create an expense or enter a bill transaction for the £1 payment made through PayPal account.
