Quickbooks Pro 2018 not working multi user mode windows server 2016

We are having troubles hosting quickbooks 2018 in multi-user mode on windows server 2016.  We have followed the article 1502150 but we are not aware of other articles that address setting up quickbooks on windows server 2016 directly.  Can anyone direct me to articles about setting up quickbooks 2018 or 2019 pro on windows server 2016?

Does anyone know if quickbooks pro 2019 is more compatible with windows server 2016?

Our problems are the following:

If someone is accessing the windows server 2016 from outside the office, then the people who try to log in to quickbooks from within the office cannot log in.  If the remote person logs out, then office people can log in and then remote person can also log back in without errors.

Occasionally we don;t have this issue and we cannot figure out what causes it or doesn't cause it to happen.
