Go check in your Setup that you have Inventory turned on. It's quite possible that your company is currently only set up to provide Services.
In Setup under Sales click on the Pencil and change the settings for Inventory.

@PeteMc is correct that you have to turn on the inventory feature for you to use it. And I would like to add more information.
The inventory tracking feature is only available for QuickBooks Online (QBO) Plus. If you're using Simple Start or Essentials, I recommend upgrading your current version.
