The option for non-billable users to enter transactions and receipts in the QuickBooks app is unavailable. They can only access reports, time tracking and take payments (if you have GoPayment).

You'll want to add them as a billable or Standard user for them to enter transactions. Just follow the steps and details in this article: Add, delete, or change user access.
