I'll lay down a few insights about the ProAdvisor discounts and pricing.
You'll still be charged at the regular rate without any promotional discounts since you have an existing QuickBooks Online subscription in the ProAdvisor Preferred Pricing program. Thus, it's the reason why your rate stays unchanged when you try to transfer billing to the CPA. Your firm will cover the costs and billing for them from now on.
Alternatively, you can let your CPA subscribe to a new QuickBooks subscription so you can take advantage of their discount rate.

The Proadvisor Pricing program is only available for new QuickBooks Online (QBO), QuickBooks Online Payroll, and QuickBooks Time. When a QuickBooks Online Accountant account adds a client with an existing QBO subscription to the ProAdvisor Preferred Pricing program, they'll be billed at the standard rate with no promotional discounts. The firm will cover the costs and billing for them from now on.
Since you've mentioned that you have an existing account, the discount is unavailable for you. This explains why as you tried to transfer the billing to your CPA, the rate remains unchanged.
For you to take advantage of the promotional discount, your CPA should be the one to subscribe for you. Thus, you'll need to cancel your current account and then make your CPA create a new one for you.

Before anything else, yes, to avail of the promotional discount, your CPA must be the one to subscribe on your behalf. You will need to cancel your current account and ask your CPA to create a new one for you.
Once your CPA successfully creates a new account, you can move data such as reports, non-posting transactions, attachments, and lists. Meanwhile, if you wish to move all data, you can consider exploring third-party apps that offer this feature as an alternative solution.
