Usually, it should work if you have followed instructions per this article on how to cancel QBO subscription account.

For some reason, if it does not work you should contact QuickBooks care team directly. THERE IS NO OTHER WAY TO CANCEL YOUR SUBSCRIPTION ACCOUNT.
