Welcome to the Community, @jaynehuth65. I can provide clarification about the Plus icon.
There was a recent update to QuickBooks Online (QBO) that moved this functionality to a new location. The + New button above the left navigation panel now serves the same role that the Plus icon did. This update was designed to move the button closer to where other work is performed.
